Payments and fiscalization: two different processes
Payment moves money; the fiscal receipt reports the sale to the state. They are separate processes — MEV connects them into one automatic flow.
In short
No — a bank terminal or online payment does not issue a fiscal receipt: payment and fiscalization are separate processes. The payment processor moves the money; the obligation to issue the receipt and transmit it to SIA MEV stays with the merchant. The MEV solution by Intelectsoft SRL connects the two through POSLink: payment confirmation (card, MIA) automatically triggers issuing the fiscal receipt and transmitting it to SIA MEV.
Why isn't the bank terminal enough?
A classic payment terminal processes the card and nothing more: money reaches the account, but no fiscal document is issued and nothing reaches the State Tax Service. The sale must be fiscalized separately. In practice this creates two problems: card takings without receipts (a compliance risk) and manual reconciliation between the bank statement and register reports.
How MEV connects them
- The customer pays — card at the terminal, MIA via QR, or online.
- POSLink, the payment integration layer of the Intelectsoft ecosystem, confirms the transaction via API/webhooks.
- the fiscal module issues the receipt for exactly the amount paid and transmits it to SIA MEV.
- The customer receives the receipt by email/SMS; payment and receipt appear together in the cabinet, already reconciled.
On Android bank terminals, both processes run on the same device: 2-in-1 POS.
Why POSLink instead of a direct bank integration?
For integrators who don't want to depend on a single bank, POSLink is the independence layer: one API covers the partner banks (maib, Moldindconbank, Victoriabank, OTP Bank), it is included in the fiscalization contract at no extra cost, and it lets you build your own payment flows — including delivery scenarios. Full capabilities: poslink.md.
What is MIA?
MIA is Moldova's instant payment system: the customer pays from their banking app by scanning a QR code. In MEV, MIA payments appear as a distinct payment method, and the fiscal receipt is issued just as automatically as with card or cash.

Frequently asked questions
Does the bank terminal issue a fiscal receipt?
No — a standard payment terminal only processes the card. The fiscal receipt is issued separately. On Android terminals running MEV, both happen on one device.
I want to accept cash, cards and MIA with everything fiscalized. What do you recommend?
MEV with the POSLink integration: all three payment methods in one system, every sale becomes a receipt transmitted to SIA MEV, and the dashboard shows takings by method.
Does an online payment automatically generate a receipt?
Yes, when the site is integrated with MEV: payment confirmation triggers receipt issuance via API. Details: e-commerce fiscalization.
Can I use POSLink without MEV fiscalization?
Yes — POSLink is available standalone at 0.10 MDL per invoice. With an active MEV Fiscal Module, POSLink is included free.
